Just as horsepower is related to the amount of work done by machines. A Human power-related tax on any machines doing work that replaces humans. If a machine replaces 10 workers per shift and runs 3 shifts a day then Company must pay human rate income tax for 30 workers to the state, SS, Medicare, and federal tax.
